No, a neutral pH soap is not going to make your dry skin 'worse'. Cleansing wipes do work (Olay), but you have to activate them with water anyway, and it's better to rinse your face off with water afterwards.
If you have dry skin, it's better to use a cleanser and toner that is pH balanced for dry skin.
