Default Pressed powder question

Hi all - I have a question for the experts here. I'm probably not using the right terminology (and for all I know this is a very common problem), so bear with me.

Occasionally, when I am applying pressed powder or a self-setting powder, the surface of the powder gets crudded up with what look like streaks of hardened product. It happens most often in humid weather, or if I am a tiny bit sweaty as I am applying powder, so I was wondering if the top layer of the powder is getting wet, and this is what it looks like when it dries. If I really press hard, I can get some of it to come off onto the applicator pad - there's no way I can dislodge it with a brush.

Am I the first person to ever encounter this? If not, any suggestions for a solution? I wonder if it makes sense to scrape off the part on top and just keep using the powder below...

I have had this happen with MAC sheer pressed powder and with MAC studio fix self-setting powder.
