Technically it is a cleanser, but it's more in the category of a facial treatment, kind of like masks and toners. Traditional facial cleansers are usually just labeled as cleansers.
The facial scrubs are good for exfoliating. Regular cleansers are for the basic needs of getting rid of dirt, makeup, etc... Example: Gentle Cleansing Wash by Purpose http://www.walgreens.com/store/produ...83&id=prod4383 Oxygenating Facial Scrub by Clean & Clear http://www.walgreens.com/store/produ...id=prod2259775

Sure. Some people use them a few times a week, but it's fine to use daily also.

Update/Correction:
I was reading through Health magazine today and there was a topic similar to this. According to a dermatologist, facial scrubs should only be used two to three times a week for exfoliating purposes. If you use it everyday it can cause dryness, irritation and redness.

A facial scrub works much like a cleanser in that it deep cleans your pores and removes dirt and oil. A scrub also exfoliates your skin and get rid of all the dry, flaky, dead stuff as well. It's a little harsher than a cleanser so you really shouldn't use it daily. I was on yourskin101.com yesterday and saw some good stuff including cleanser brands and recipes for homemade products you might want to check out if you're looking for more information. Hope that helps!
