Try taking a soft toothbrush (or if you don't have a new one handy, the softest washcloth you can find) and massaging your lips with vaseline or another softening substance (crisco or baby oil might work) and then leaving a layer of the stuff on overnight. In the morning, do the massaging again, if needed. Hope this helps!

This is what I do...
I slick my lips with petroleum jelly, and leave for 10 mins to give it time to soften hard flakes of skin. Then I cover my index finger with damp flannel and gently massage my lips. This removes the petroleum jelly and the flakes of dead skin at the same time.

There are some lip exfoliators on the market.

Both Body Shop and Quo make one, however I am not to sure if both have been discontinued or not.

Some of the homemade remedies that I've read sound really good too

Sea salt and olive oil work pretty good as well. just make a paste let it sit for a couple of minutes and gently rub the lips with your fingers. Rinse and you lips will be soft and kissable.

Yup, petroleum jelly n olive oil r great......n the lip exfoliator that vogueboy has mentioned r good also....n remember after u did the ritual n u want to wear lipstick, always put a thin layer of lip balm before u put on the lipstick.....look for lipstick that contains a lot of moisturizer n then use a thin layer of lip gloss on top of it.....this will conceal the color n so does the moisturizer longer....

Do the following (preferably before going to bed and after brushing your teeth):
> Use sugar to gently exfoliate dry, flaky lips (you can also use your toothbrush)
> Apply a fresh coat of lip balm
> Top off with a layer of petroleum jelly (it's effective for deep moisturizing)

You'll wake up with soft, pink lips.
