Try using an eye gel in the morning and I would suggest a lite weight eye cream for some one your age. Garnier Nurtress has a nice one meant for younger skin. If you start using a heavy one now its not really going to help that much.
My favorite is Vitamin e oil gently tapped around your eyes it does a wonderful job and it also helps with dark circle, as do Kiwi fruits, potatoes, cold tea bags to name a few.

A couple things leap to mind. As to immediate fixes, Judi is absolutely right. Use a formulation specifically designed for the eyes, twice a day. It won't reverse any damage, but it will give a little covering and will greatly reduce the speed of future damage.

You will need to break your habit of dumping on the makeup...as you note it's a short term patch that aggravates the long term problem. And the usual skin care advice all holds true: lots of water, use SPF skin care products, watch the alcohol.

Of more concern (and this is the parent in me coming out) is the fact that you are so permanently depriving yourself of sleep at such a critical age! Have you discussed this with your parents/teachers? I know the pressures on teenagers these days are absolutely awful, but this sounds more serious than the usual "overcommitted kid syndrome". Sorry, I'll stop now...

Start applying eye gel in the morning and the night religiously. I would also suggest laying back on the amount of concealer and makeup you are using. It can cause breakouts and eventually wrinkles (like you are describing)! Let your skin breathe a bit. Stop using concealer and deal with the eye bags with ointments!

Also dark circles under the eyes are from your parents (thanks mom!) and allergies. Do you suffer from allergies? If you do, getting them under control will really help as well!

also aim for a peach/yellow tone concealer. That cuts the blue undertones!
