I have heard some people apply alot of moisturizer to their feet and then put on socks just before bed so that the moisturizer will really be able to sink in all night long. I hope this helps.

Soak your feet in warm water for about 10 mnts. Then use a foot scrub and wash your feet. Next wipe your feet and apply a moisturizer or even Olive oil on your feet. Use a hot towel and wrap it around your feet and leave it for another 10 mnts or so. Now use a foot file and remove dead skin on your feet/heal. Wash again wipe and rub some vaseline or a foot cream ....cont; to do this for a while and you'll notice alot of improvement...

It's so easy and simple... (btw, this is what my sister does and now I've got used to doing it ... )

Wow! Great tips madeupgirl!!! Remember to use cotton socks in the winter. They will protect your feet from the cold preventing dryness and also, they are softer on your feet.

I use Scholl foot scrub- it's really really effective, I often use it in the bath along with a pumice stone.
