Here's How:
1. Always start with dry hair. You never want to cut your fringe while wet because they'll shrink when dry and look too short. If you usually blow-dry your fringe, apply styling gel then dry. If you usually wash & wear, then let them air dry. 2. Using a comb, precisely section off the hair you don't want to cut. You can put the other hair in a ponytail or pin it up with bobby pins. But only your fringe should be left loose. 3. Divide your fringe in half using a styling comb. (Styling combs have baby-fine teeth). Take one half and comb the fringe down with the comb teeth facing out. Rest the comb on your browbone. Don't cut your fringe any shorter than where the comb hits your face. 4. Start 'point-cutting' or snipping the hair at a 45-degree angle. Work slowly, doing a bit at a time. Never cut a fringe straight across since it's impossible to keep a perfectly straight line. 5. Repeat 'point-cutting' on the other half. 6. If your fringes too dense, you can add layers. Simply take a portion of the fringe between 2 fingers & pulling the hair vertically above your head. Slide your hand up towards the ends, letting some hair fall. Lower your fingers an inch down the hair section and point-cut (a half-inch at most) above your fingers. Tips: You'll want to invest in a pair of sharp, high-quality scissors designed to cut hair. You can get these at beauty supply stores. Utility scissors that have been used to cut paper or cloth are too dull for cutting hair. What You Need: high-quality scissors styling comb styling gel mirror

after you blow dry it, you'll probably need to use a flat iron toget it really straight and smooth like that. Hold the iron at an angle so the hair moves straight through the iron without pulling to one side or the other, and slowly move the iron down the hair in one smooth movement. Hairspray to help keep it in place.

Blackbird said it all, the only thing I could add is a straightening Pomade that will give it an edgy look.

If you get sick of bangs you can wear clips, headbands, brush it to the side, theres always plenty of different way to wear you hair. Just make sure you want bangs coz they take forever to grow out! I dont have bangs coz my hair grows really fast and the hair in my eyes drives me crazy!

Bangs is a term that is similar to what some call fringe.
It refers to hair near the forehead that is cut shorter than the rest.
