you could try one of those 'double' mascaras, they have two ends, one is normally white and a sort of base coat to help it stay, and the other is the normal black. L'oreal paris do a good lenghtening one, as do Maybelline.

Do you use oil based make up remover? if so, oil makes it harder for make up to last.

Waterproof never stayed put for me either. Sometimes patting loose translucent powder helps prevent the raccoon look if it starts to run.
