Unfortunately that won't work. And here's why. By the time you apply your clear mascara over your regular mascara, your regular mascara has already dried, thus the bristles of your clear mascara wand won't seperate your dried lashes and it will pull your lashes out.

Since clear mascara doesn't dry, you would apply it first which helps seperate your lashes, then you would go over it with your regular mascara. Of course you would curl your lashes first.
