I am going to say the word "powder" a lot in this response.
Depending of course on the consistency of the eyeshadow you're using- cream, liquid, pencil or powder, the base is very important and totally different for each.
Most metallic ones with a creamy consistency have some kind of grease-base, so to powder under it would completely defeat the purpose. Cream and grease based eyeshadows should be applied directly to the eyelid using either fingers or if the consistency allows it, a brush. If eyeshadow smudges it's usually because the skin area is oily or the product is not dry yet.
For cream: Use a little toner on a makeup pad to swipe the eyelids clean of any moisture, and then apply your eyeshadow a few moments later.
For powder: Use translucent powder before applying powder eyeshadow. This makes for an even, matte canvas so the shadow goes on smoother, better and lasts longer. Always use a brush to apply eyeshadow when you can and for more staying power during the day wet your brush slightly before dipping into your powder. This gives the colour more depth and strength plus stickability.
Mousse: these ones should be applied with a brush as well to make sure you get it exactly where you want it. There is also no harm in lightly powdering over it with translucent powder to keep it in place and stop smudges.
Another trick is to look downwards for a minute after applying wet eyeshadows to avoid that line when you look up.
As for your translucent powder issue, try Bourjois if you have it there. The translucent powder has always been to fair for me, but will be perfect for someone like yourself
Finally, try using a fibre optic brush to apply your powder makeup- im currently experimenting with this now, will let you all know how it turns out.
