Basically anything goes with black, but are you wearing any particular accessories with it like bag or shoes? Because you could compliment them with a lipstick.

ETA: Go for something bright!

I really like the idea of a neutral eye and a strong red lip.
For a party, you could add some shimmer to perk up the eyes!

I'm all about the eyes, I always play up the eyes & do a pretty neutral lip.......but that's just me. I have really big round eyes, so it's pretty obvious why I do that...........sorry, I'm no help! But anything can go with black.....

I agree, a true red would look stunning with a black dress. I'd wear a true red polish on my nails also, just to complete that stunning look.
