The ones I like are the translucent, the reason for this is lip liner can sometimes look to harsh if not applied properly or wrong color used.
The translucent ones do the same thing but you really can't mess up and they keep you lipstick in place without the bleeding. I use the Revlon one and I love it. Hope this helps.

I think you can only get clear lipcote- this is so you can see the colour of your lipstick underneath.
Also, I saw today that Rimmel do something similar called "Lip Lock"

so do you use lip balm under the liner and lipstick? ive tried using it under and it makes it just wipe off virtually straight away - but using it over also makes it get absorbed by my lips.

If you're going to use both, use the lipstick first then the balm, but I don't care for using them together for the reason you mentioned, it decreases the lipstick's staying ability.

You can use a lip liner to prevent bleeding.
Just don't go darker than the lipstick color! You don't want that ring-around-the-lips 1980's look.
A nude on that matches your natural lip color or one of the new clear ones works best.

I found for a lipstick look try this new thing from Revlon, its called Just Bitten lip stain, man it stays with no problem, and it looks great it comes in 12 different colors...I LOVE IT!!!! try it you might like it too!

Blackbird is right on a lipliner close to your natural lipcolor is best,some make clear liners to prevent bleeding one was called "lip fence" can't rem. now. Also try using a lipstick brush It makes a diff. stays on longer & use less product W/ more controll. Good Luck

Try lipfinity by maxfactor, my mate uses it and you get no crackss on your lips or anything, and it stays on for 12 hours

and makes your lips soo shiny

if its available in the U.S you should try it (im in the UK)
