I have pretty oily eyelids too. I've found Corn Silk loose powder helps a lot. A light dusting on the lids does the trick. Avoid under the eyes as powder can tend to accentuate fine lines.

This will sound kind of goofy, but one of the SA's at MAC cosmetics suggested that I use their "Peinture" shadow product (a creme eyeshadow) in a neutral tone, as a foundation of sorts below my regular eyeshadow. I tried and it works much better than Prep&Prime for my eyelids. It also helps avoid creasing in powder-based eyeshadows that you put on top. Worth a try, perhaps...did great things for me.

You have to try witch hazel astringent before applying anything else? It doesn't over-dry the skin, as that causes your skin to produce even more oil. I use the bare minerals and take just a wee bit of shadow and mix with a wee bit of water to make my own eyeliner and it works great. Since it dries to a powder, it doesnt run. Hope this helps and good luck. One last thing, you might also try taking 15-30mg of zinc everyday. It works really well to ease up oilyness.
