I have always found the most economical choice and the longest lasting eyeline to be maybeline's classic pencil. You know the little red pencils that come in two packs. The best way I've found is to pull my eye tight and then run it along the edge of the top and the bottom. (You have to keep your pencil sharp) I always get lots of compliments on my eyes, could be because they are blue and the eyeliner really sets it off.

Eyeliner curses me. I prefer the thin, thin look only achieved with liquid, to widen the eyes and emphasize my barely there lashes, but it always ends up looking harsh on me. Pencil does as well. I'm not sure why, but I suppose it's because of my coloring.

in order to get the eyeliner closest to your eyelid you should purchase liquid eyeliner not the pencil.

To both your inquiries...

1) After you finish with your liquid liner...

2) You need the proper tool for this one...

3) Take your angle eyeliner brush (M.A.C. #266) is the best brush for this. Make sure that the bristles edge-on are no thicker than 3 pieces of paper, VERY IMPORTANT (For any angle eyeliner brush).

4) Use a matte black eye shadow to line on top of the liquid liner.

This will soften the 'harsh' look of the liquid. And it will add intensity without it looking 'thick'.
