OK its like this: 1 week ago, I had redish skin under my eyes.3 days ago it was dry in that area and i put moistuurizer on and it seemed to get drier!Now its all flakey.What should I do???

Trying using Vitamin E Oil till it clears up. just dab it on do not rub.

Do not put any other products onto the area.
Does the area hurt?

I would try to keep it moisturized for a few days and if it doesnt seem to get better, I would probably pay the doc a visit, since its close to the eyes.
