is using a plain/neutral ph soap going to make dry skin any better or worse? or should I just use cleansing wipes and not wash my face with water at all ???

I've heard that soap is ok, when you don't have any problems with your skin.
If your skin is sensitive you shouldn't use normal soap. It's better to use shower gels or glycerine soaps. Water- long bathing It's not healthy..

Unless you have EXTREMELY dry skin (i.e., the sort of condition you should be seeing a dermatologist about) a daily washing with a mild soap is not going to hurt anything. Do be sure to moisturize afterwards.
